It's a Checker. According to this site only 453 limosines were built by the Checker Motors Corp. of Kalamazoo, Michigan. The last regular Checker taxi cab was retired in NYC in 1999.

David C is correct, it's a souped up Checker (with a red bumper - ouch!). Reminds me of the time I got stuck in a snow drift in Darien, Connecticut, in one and had to be towed out by a Jeep. They weren't good in the snow!
